When Wendy discovered the graffiti-covered River Street area known as 'The Underpass', she took a photo of the people painted on the walls. “There are people everywhere, sad people, people bent over, closed off to the world. I did know some people who are homeless who lived under a bridge,” she says. In her photo, she sees the contrast between light and dark, hope and despair. “Living in my car was bad enough."
